Each year, the Sun Life Extended Health and Dental Care plans are reviewed with UBC’s Benefits Consultants to determine the appropriate premium rates to support claim costs expected for the upcoming year.

The following tables outline the required adjustments to the Extended Health and Dental Care plan premium rates, effective Jan. 1, 2019. The renewal rates are based on analyzing 12 months of past claims experience (Jul. 1, 2017 – Jun. 30, 2018) while incorporating ongoing inflation.

Medical Services Plan Updates

The Medical Services Plan (MSP) is the provincial government program that covers medically-required services provided by physicians and supplementary healthcare practitioners, laboratory services and diagnostic procedures.

Please note the following MSP updates:

  • Effective Jan. 1, 2019, there will be no MSP premium rate changes. (Note: No MSP premiums are charged for dependent children. To be considered as a dependent child, they must be under the age of 19, or between the ages of 19-25 attending school full time.)
  • Beginning Jan. 1, 2019, employers such as UBC will pay an Employer’s Health Tax (EHT) to allow for full elimination of MSP premiums. BC Residents will still be required to pay MSP premiums for the 2019 calendar year.
  • Beginning Jan. 1, 2020, all BC residents will no longer be required to pay monthly MSP premiums. Employers will continue to pay the Employer’s Health Tax (EHT).

MSP Premium Update for 2019 and 2020

In the Feb. 2018 BC Budget announcement, the Finance Minister announced the following changes to Medical Services Plan (MSP) premiums:

  • Beginning Jan. 1, 2019, employers such as UBC will pay an Employer’s Health Tax (EHT) to allow for the full elimination of MSP premiums. BC residents will still be required to pay MSP premiums for the 2019 calendar year.
  • Beginning Jan. 1, 2020, all BC residents will no longer be required to pay monthly MSP premiums. Employers will continue to pay the EHT.

Based on the review, it has been determined that there will be no change to the Extended Health and Dental Care plan premium rates for the 2018 calendar year.

Medical Services Plan Rate Changes

The Medical Services Plan (MSP) is the BC provincial government program that covers medically required services provided by physicians and supplementary health care practitioners, laboratory services and diagnostic procedures. In the fall, the BC Ministry of Health announced an updated calculation of MSP rates.

Effective January 1, 2018, current rates for MSP premiums will be reduced by 50% for all residents of British Columbia. There is no need to apply for this reduction as premium amounts will be automatically adjusted. The new MSP premium rate for one adult (with or without children) will be $37.50 per month and the premium rate for two adults (with or without children) will be $75.00 per
month.

Reminder: There are no MSP premiums charged for dependent children (under the age of 19 or between the ages of 19-25 if they are considered a full-time student).

Medical Services Plan (MSP) Rate Changes

The Medical Services Plan (MSP) is the provincial government program that covers medically required services provided by physicians and supplementary healthcare practitioners, laboratory services and diagnostic procedures. Recently, the British Columbia Ministry of Health has announced that the calculation of MSP rates has been updated.

Effective January 1, 2017, MSP monthly premiums will be assessed based on the number of adults covered. The MSP premium rate for one adult (with or without children) will be $75.00 per month and the premium rate for two adults (with or without children) will be twice the amount of the single adult rate at $150.00 per month.

EHB 3 Rate Change Reminder

We recently had the data from the previous benefit year re-analyzed and have determined that Sun Life made an error in the premium adjustment for Extended Health Plan 3 for 2016. While it was originally determined that the monthly premium rates would increase by 27%, the monthly premium rates should have increased by only 11%. The premium adjustments for both Extended Health Plan 1 and Plan 2 were accurate and did not need to be adjusted further.

Effective January 1, 2016, the new monthly premium rates for Extended Health Plan 3 are as follows:

  • Single Coverage Premiums: $70.02
  • Couple Coverage Premiums: $140.07
  • Family Coverage Premiums: $140.07

These new rates were implemented effective April 1, 2016.

Consequently, this meant that there was an overpayment of premiums for the months of January, February, and March. This overpayment was refunded to you by way of a reduction to your May 1st monthly benefit payment. We apologize for any inconvenience this may have caused. Recently, the Province of British Columbia has announced the rate changes for Medical Services Plan (MSP). Effective of January 1, 2016, the premiums will increase by 4.2%.
