Subject: 2020 Disability Benefit Plan premium rate change for CUPE 2950
The UBC Disability Benefit Plan (DBP) for eligible CUPE 2950 members is a mandatory, employee-paid plan that provides a monthly income for those who meet the definition of total disability under the plan. The DBP is administered by Sun Life, with oversight from CUPE 2950 and UBC.
The financial experience and premium rate are reviewed annually and considers the number of claims during the most recent five years, the group’s demographics and potential future claims. The DBP premium rate proposed by the Insurer (Sun Life) is reviewed by UBC’s benefits consultants (Willis Towers Watson). A governance committee that includes members of CUPE 2950 and the university review and approve the final rate recommended by the consultant.
In 2020, the DBP premium rate will decrease from 1.150% to 0.920% of earnings. The new premium rate will be implemented on the first pay cheque after January 1st.
Overall, the DBP rate has decreased over the past five years as shown below:
- 2016: 1.311%
- 2017: 1.337%
- 2018: 1.150%
- 2019: 1.150%
- 2020: 0.920%
The CUPE 2950 DBP Governance Committee continues to regularly review the disability plan to ensure that it meets the needs of plan members and that premium rates remain fair and financially competitive.
