We are pleased to announce that the Collective Agreement between the UBCFA and UBC, July 1, 2019 – June 30, 2022, has been ratified by both parties. A copy of the Agreement will be posted to our respective websites as soon as it is finalized.
The Parties worked hard to achieve this Agreement and we believe it that contains many improvements that will benefit both the Faculty Association membership and the University.

The University and the Faculty Association are happy to report that we have reached agreement on almost all items at the bargaining table. We will be taking a break for the holidays and will be meeting early in January when we expect to finalize the agreement.

The University of British Columbia has over 16,000 faculty and staff employees and over 9,000 student employees. The majority of our employees are represented by six staff unions, one staff association, and the faculty union.
UBC’s eight labour agreements, and the Agreement on the Conditions and Terms of Employment with AAPS, are set to expire in 2019.
Public sector collective bargaining in British Columbia is conducted under a mandate set by the provincial government. In 2019, we will be negotiating under the 2019 Sustainable Services Negotiating Mandate.
As part of our process at UBC, HR’s final bargaining mandates for the university’s bargaining teams are approved by the Employee Relations Committee of the Board of Governors upon the recommendation of the Executive. These mandates are inclusive of, and compliant with, the 2019 Sustainable Services Negotiating Mandate.
With the first of our agreements expiring at the end of March, we are in discussions with our unions and with AAPS to start the negotiation process.
The university has started bargaining with the Faculty Association, and we have completed four days of productive discussions. We have further bargaining dates set through June.
In the Okanagan, our first meeting with BCGEU–Okanagan is scheduled for April 9.
We have our first bargaining date with IUOE 115 set for March 12. This is our first time at the table with IUOE 115, which since November 2018 has been the union representing the operating engineers and certain mechanical maintenance trades in Building Operations, Energy & Water Services, and Student Housing & Hospitality Services at UBC’s Vancouver campus.
We are in the process of scheduling dates with the other bargaining units.
Overview of UBC’s unions & association
UBC has six staff unions under seven collective agreements, one staff association, and one faculty union. Below is a brief overview of the groups and the employees they represent:
Association of Administrative & Professional Staff (AAPS): Represents approximately 4,500 management and professional staff at Vancouver and Okanagan campuses. Agreement expires June 30, 2019.
BCGEU (Vancouver – child care): Represents approximately 322 childcare staff at the Vancouver campus. Collective agreement expires April 30, 2019.
BCGEU (Okanagan): Represents approximately 178 clerical, secretarial and facilities staff, library technicians, journeymen and research assistants, as well as approximately 381 teaching assistants at the Okanagan campus. Collective agreement expires April 30, 2019.
CUPE Local 116: Represents approximately 2,050 trades, food and custodial staff, parking attendants, engineering technicians, research assistants, campus security patrol, and a few clerical/secretarial positions at the Vancouver campus. Collective agreement expires March 31, 2019.
CUPE Local 116 (Aquatic Centre): Represents two full-time and approximately 180 part-time life guards/instructors (student employees) at the Vancouver campus. Collective agreement expires Dec. 31, 2019.
CUPE Local 2278 (Components 1 & 2): Represents approximately 2,000 teaching assistants (Component 1) and 65 non-credit instructors in the English Language Institute (Component 2) in Vancouver. Collective agreement expires Aug. 31, 2019.
CUPE Local 2950: Represents approximately 1,500 clerical and secretarial staff and library assistants, as well as approximately 155 front-of-house and back-of-house staff at the Chan Centre, at the Vancouver campus. Collective agreement expires March 31, 2019.
Faculty Association: Represents more than 3,200 professors, instructors, lecturers, librarians and program directors, as well as sessional faculty, at all UBC campuses. Collective agreement expires June 30, 2019.
IUOE Local 115: Represents approximately 60 maintenance and shift engineers at the Vancouver campus. Collective agreement expires March 31, 2019.
